Similar to Vintage, all black border Magic sets are legal in Legacy. However, Legacy has a banned list to control the power level that creates a very unique meta. Legacy is known as a skill-intensive format, where complex cards such Brainstorm see regular play.
Although there are numerous powerful combo decks, safety cards such as Force of Will generally keep them in check.
